By 1979, after forty-two years of heavy penalties for breaking the marijuana laws, that figure had jumped to 51 percent. This increase does not necessarily prove that marijuana prohibition actually caused more people under the age of twenty-one to use the drug, but it does illustrate that teen use increased dramatically despite the fact that marijuana use was against the law. Today alcohol prohibition is generally viewed as a total failure. Prohibition not only failed to prevent alcohol consumption, but making the alcohol business illegal put it in the control of criminals who used increasingly violent means to control the market.

It may seem counter intuitive, but the FBN did not directly gain a lot of power from marijuana prohibition. Anslinger was fond of pointing out that his agency was never given an increase in budget or manpower to fight cannabis. The FBN was a small agency that rarely had more than 300 agents and it was primarily concerned with combating heroin.

For many years the United States has concentrated much of its military, technological, and law enforcement might into stopping marijuana and other drugs from entering the country. The report out of the Colorado State University-Pueblo’s Institute of Cannabis Research, asserts that a “taxed and regulated cannabis industry contributed more than $58 million to the local economy .

Nevertheless, Carstairs argues, “There would have been significant international pressures to do so. Canada liked to see itself as a leader in the drive for international drug control. We were actively involved in all of the international discussions.” However, this was an era of prohibition and control, and before he became prime minister, Mackenzie King had been a strong advocate for prohibiting opium, which happened in 1908. Proscribing codeine was more controversial, although after it was added doctors, druggists and the pharmaceutical industry successfully lobbied to have codeine decriminalized. There was also no debate in Parliament then about adding the better-known heroin and codeine to the schedule of proscribed drugs either.

In this case, marijuana use and sales are regulated and taxed by the government. Just like there is a thriving black market for alcohol and cigarettes right now. However this is little justification for not legalizing marijuana. The authorities should focus their attention on this growing black market instead of on the responsible use of marijuana, alcohol, and cigarettes. The government must realize that there is a fortune to be made on the legal sale of marijuana. Presumably it would be sold like liquor and cigarettes to legal aged people.
